The first edition of The Tender Ledger, drawn from 26,511 procurement notices published in the week of 24 to 30 July 2026 across 163 countries. The European High-Performance Computing Joint Undertaking opened a EUR 10bn tender for AI gigafactory consortia and, in the process, sorted thirteen candidate member states into medium-scale and large-scale tiers for the first time. Frontex is seeking EUR 522.6m of crewed maritime surveillance aircraft, roughly twenty times the value of any other notice from the agency in our database, with life-raft drops written into the specification. NATO's communications agency is shopping for a system to inspect encrypted traffic across its own networks. Eight German public authorities have tendered ballistic vests since mid-May. Paris has re-advertised the Vincennes racecourse concession it signed in 2025, after the prefect challenged the award in court. Plus a first appearance for environmental RNA testing, and EUR 10m of French hospital pest control with pigeons as their own category.
